Background 

The Women, Religions and Human Rights in Lebanon (WRL) project, is implemented by Adyan Foundation in partnership with Danmission funded by the Danish Ministry of Foreign Affairs, from July 2019 – December 2022.

Therefore, this project aims at advancing women’s rights in the current 15 personal status laws and addressing the legal discrimination against women, by engaging with religious, political/legal, and civil society groups via a structured process of value-based dialogue to overcome polarization and find common ground between their disparate positions, resulting in agreed-upon recommendations for how best to eliminate the discrimination and safeguard and promote women’s rights.  Part of this project, Adyan is organizing a 2-day policy roundtable to build upon the recommendations for reforms by the different stakeholders.

 

Consultancy Overview

Adyan Foundation requests applications from Policy Roundtables Expert to prepare and implement a two-day policy roundtable in the first half of December.

The stakeholders for policy roundtable are religious experts involved in personal status laws, parliamentarians and representatives of civil society organizations working on personal status laws.

The final output of this consultancy is to provide Adyan with:

  1. prepare and implement a two-day policy roundtable. This will involve preparing the concept note for the roundtable, the agenda of the meetings and a list of suggested invitees.
  2. Moderate the policy roundtable or assign a professional facilitator.
  3. Prepare a summary of the outcomes of the roundtable
  4. Write a policy paper that includes the recommendations for reforms to be later on presented to the parliament and cabinet.

We anticipate that the policy roundtable will largely take place in-person in Beirut, at a location to be chosen by Adyan

  1. During all in-person activities, social distancing measures and sanitizing measures will be implemented, with mandatory mask-wearing.
  2. If unexpected security issues arise or any COVID-19 outbreaks, trainings would be shifted to take place fully online. This could involve adjusting the timeframe to be the equivalent of two days policy roundtable spread over several days.
  3. The roundtable will be in Arabic.

Copyright & Confidentiality

The policy paper will become the property of Adyan, to be used by Adyan .Adyan will provide input into the content required, and will review materials before finalization, to ensure they are tailored to the foundation’s mission and project requirements.

The expert will be required to sign Adyan’s Code of Conduct, which includes the clause that any organizational materials shared by Adyan for the purpose of this consultancy cannot be retained and/or used by the expert for future purposes.
Timeline

The preparation of the policy roundtables and the finalization of the policy paper will start in November 2021 and end in February 2021. The total working days for this assignment are 25 days including the two-day policy roundtables.
Budget

  1. The allocated budget for this consultancy is between 10,000$ and 13,000$
  2. No additional expenses other than this lump sum will be paid by Adyan to the expert.
  3. Adyan will arrange the logistics and cover the cost of a venue, catering and audio-visual expenses of the policy roundtables Should the roundtables need to take place online, Adyan will set up a Zoom link.
  4. Bank charges and due taxes are to be covered by the expert, or deducted from the payment. If relevant, this will include the 7.5% taxes for non-resident consultants and any other taxes that are the expert’s responsibility.

Consultant Profile

The expert must:

  1. Have expertise in the policymaking, gender, personal status laws and policy paper writing.
  2. Have a proven track record in preparing high level policy roundtables and developing policy papers.
  3. Be sensitive to and respectful of religious, social and cultural differences and comfortable with working and communicating across differences
  4. Be able to fluently understand written and spoken Arabic and English, with professional standard in producing the policy paper in Arabic.
  5. Be independent from Adyan
  6. Have access to their own computer and access to fast, stable internet connection and a webcam. To note: no hardware/software or IT support will be provided by Adyan. A work station at Adyan’s office in Lebanon will not be provided.
